The problem is I don't have much experience in the parameters of a world cafe dialogue, as I've only been a participant. Also, there is more to the culture at a Federal Agency, such as HUD that needs to be understood. I believe starting here, in KY, on a small scale will have more impact than looking at the agency from the DC perspective. Very different cultures between our Field Office and HQ in DC.
