20 is a small group for a World Café. My experience leads me to believe that the conversations and results are much richer when the group is about 40 (10 tabels). This really foster good cross-pollination of ideas. However I have used World Café-like dialogue in smaller groups. You just have to watch out for the energy of the group and encourage mixing with people whom they do not know in the group. (If this is possible)
